From the year 2010 onwards, the institutional framework regulating professions\/ economic activities of the service sector in Greece has been revised extensively to promote competition, conform to European Community regulations and fulfil commitments under the Memoranda of Economic and Financial Policies. The present paper aims to capture quantitatively this important structural change, by measuring the degree of regulation in 90 professions\/economic activities affected by the relevant reform laws. The degree of regulation is measured both for the regime before and for that after the laws\u2019 implementation and the methodology employed is that of composite regulation indices. The index values obtained via this application are used for evaluating the extent of reforms so far, estimating correlations and regressions, and determining whether professions with stricter regulations prior to the adoption of the relevant laws present in the posterior regime a higher degree of restrictions than other professions.<\/p>\n
The results of the analysis point to the existence of significant barriers to competition before the reforms and significant changes in the regulatory regime after the application of the relevant laws. Moreover, the results suggest that occupations characterised by more stringent restrictions before the adoption of the laws tend to be characterised by a comparatively higher intensity of regulations after the laws\u2019 implementation.<\/p>\n
