This work analyzes the changes in residential conditions during the last decades, in Greece, to the extent these changes are reflected in the relevant data of the successive national censuses (1971, 1981, 1991). In particular, the work investigates several aspects of the positive, on the whole, changes in residential conditions, in order to find out, how far, these have been beneficial for certain categories of households. The focus of the analysis is on urban areas, because it\u2019s there that more information is available, and more problems noticed, although deficiencies in information are underlined.<\/p>\n
The outcome of the analysis shows that, between 1981 and 1991, all categories of households have benefited from improvements in amenities, but not enough of room availability. Persisting overcrowding is noticed among the households already living in most overcrowded conditions. These findings are consistent with those of other works and statistical data (household surveys by EUROSTAT). All point at overcrowding as a major problem of some Greek households. At the same time many houses are found and characterized “empty”, without been vacation houses.<\/p>\n

All the above findings point to inefficiencies of the housing policy, which has been followed for decades and has been based on the encouragement of private investments in housing and oriented towards owner occupation.<\/p>\n

Although, this policy can be characterized initially and partially efficient, in helping the country to build a big housing stock, cannot work any more, neither in the management of this degrading, in some cases, stock, nor in helping poor people dwell in more proper conditions. So, certain aspects of this policy are reviewed and some suggestions are made towards changes in the ways of meeting housing needs and of upgrading the existing housing stock and its management.<\/p>\n","protected":false},"excerpt":{"rendered":"
